Teaching offers

The course provides an overview over advanced theoretical models and empirical results of the modern public economics literature. Topics covered are taxation (efficiency, incidence and optimal taxation), public debt (normative justifications for public debt, political economy considerations, the European debt crisis), the role of government institutions, public good provision, externalities, social insurance (adverse selection and moral hazard), redistribution and social welfare as well as international aspects of public economics (international tax and systems competition). The course also provides a brief introduction to micro-econometric methods used in modern empirical public economics.

In the lecture distributive and allocative justifications of social policy are discussed and questions about the design of social policy instruments are analyzed. The teaching of the theoretical basics is supplemented by current empirical evidence. In terms of content, the following topics are dealt with: state redistribution policy, social insurance, education policy, anti-discrimination policy and labor market measures with a socio-political effect. The event (lecture + exercise) takes place as a face-to-face event in the lecture hall in the winter semester and as an online course in the summer semester (information on access and procedure see homepage).

The lecture deals with normative and positive questions and qualification goals of the New Political Economy. The teaching of the theoretical basics is supplemented by current empirical evidence. In terms of content, the following topics are dealt with: private property rights and redistribution, decision-making processes in direct democracy, political competition in representative democracy, interest group theory and rent seeking, bureaucracy theory, political economy of taxation. The lecture enables the students to independently analyze political-economic issues on the basis of the theoretical and empirical foundations they have learned. The event (lecture + exercise) takes place in the winter semester as an inverted classroom concept (information on access and procedure see homepage).
